Frequently Asked Questions

Who is HealthFund Solutions?

HealthFund Solutions is an advocate for the uninsured and underinsured patient population. Our goal is to help patients secure insurance coverage and ensure that patients are able to receive health care without worrying about their insurance premium payments.

What is Open Enrollment?

Open Enrollment is the annual period where individuals can purchase an Affordable Care Act (ACA)-approved health insurance policy through the Health Insurance Marketplace (HealthCare.gov or a state marketplace, if applicable).

Qualifying individuals can explore affordable, comprehensive policies and potentially qualify for tax credits to further reduce monthly premiums and out-of-pocket healthcare costs.

How long after Open Enrollment does coverage begin?

In most states, Open Enrollment begins November 1st and runs through January 15th. Healthcare coverage for individuals who enroll before December 15th will begin January 1st of the upcoming benefit year. Those enrolling after December 15th will have active coverage on February 1st of the calendar year.

What if Open Enrollment is missed?

Once the Open Enrollment deadline passes, individuals may only purchase health insurance during a Special Enrollment Period (SEP). Life events that qualify for a SEP include:

  • No longer qualifying for Medicare, Medicaid, or the Children’s Health Insurance Program (CHIP)
  • Loss of employer-sponsored coverage
  • Moving outside of your current plan’s service area
  • Changes in household (marriage/divorce, having a baby or adopting a child, a family member passing away, or aging off a parent’s plan at age 26)
  • Being released from incarceration
  • Becoming a U.S. citizen

Those who don’t qualify for a SEP must either wait until the next Open Enrollment period or explore alternative insurance options. It’s crucial to participate in Open Enrollment to prevent lapses in coverage that could result in delayed care or financial hardship due to medical debt.

What is COBRA coverage?

The Consolidated Omnibus Budget Reconciliation Act (COBRA) is a federal initiative that allows eligible former employees and their dependents to continue with an employer-sponsored group health plan after a job loss, furlough, or qualifying life event. COBRA coverage generally lasts 18 months, though it may extend to 36 months in certain circumstances. To qualify for COBRA, individuals must:

  • Have received health insurance through an employer who employs at least 20 individuals
  • Experienced a qualifying event, such as job termination (for reasons other than gross misconduct) or reduced work hours, divorce or legal separation, death of the employee, or a child turning 26

Following a qualifying event, the employer or health plan administrator will send out a COBRA election notice. Individuals then have 60 days to enroll in the program. Healthcare coverage can then be backdated to the date of job loss as long as plan premiums are up to date.

How does the HFS sponsorship program work?

HealthFund Solutions provides sponsorship to patients with ongoing financial and medical needs. Patients with scheduled surgeries or that require ongoing healthcare treatments can continue receiving essential care advised by their providers to ensure no need goes unmet.

Once you meet our initial screening criteria, a certified Insurance Advocate will help you secure a Marketplace policy that fulfills your current and anticipated health needs for the upcoming year. HealthFund Solutions will then provide dedicated income and Sponsorship support throughout the benefit year.

Is the Sponsorship Program really free?

No repayment is required, ensuring patients can focus solely on their health needs and recovery without accumulating medical debt. No credit check is required

What are the qualifications for premium assistance?

HealthFund Solutions’ qualification process considers financial and medical needs. If eligible, an Insurance Advocate will meet with you, review your case, and determine the scope of individual healthcare needs for the calendar year.

What do candidates need to provide during screening?

During screenings, Insurance Advocates will request:

  • Demographic information
  • Proof and details of monthly income
  • Clear explanations of medical conditions, diagnoses, potential procedures needed, and treatment options recommended by healthcare professionals
  • One or more forms of photo ID

Additional information may be required, and the Insurance Advocate will guide you through the process.

Do individuals with disabilities or preexisting conditions qualify?

Guidelines established by the U.S. Department of Health and Human Services prohibit health insurance companies from denying coverage, increasing premiums, or limiting care based on preexisting conditions. Individuals with disabilities may qualify for Marketplace coverage during Open Enrollment, even if their Social Security Disability Insurance (SSDI) application is pending or awaiting approval. Applicants must state their disability status when applying so the state Marketplace can assess Medicaid eligibility. If Medicaid coverage is denied due to income or disability criteria, individuals may still enroll in a Marketplace health insurance policy.
